It's not dead but it does depends on how you're commenting. If you're purely commenting to get some traffic rather than posting genuine comments then it can be seen as spam-like and not worth it. If you're commenting genuinely there is much more that you can gain from that. Commenting on blogs is only dead if you were spamming comments with multiple links and comments that aren't relevant to the post. Commenting on blogs is still a great link building strategy.
