    The 'best' SEO company or individual is dependant upon numerous factors: goals, budget, time frames, geography, etc. Each person or company should fully understand and quickly respond to answers related to Google's best practices. Asking such questions will weed out quite a few. However, for most newbies it is a bit of crapshoot, since they do not perform adequet research in advance. I suggest a company with a track record to illustrate the results achieved. You are likkely to pay a premium, but hiring a freelancer who cannot produce results is the same as throwing money away.
