    You should start with keyword research and finalize number of keywords to be promoted, after that you can do onpage for that website (It will cover image optimization, head tags, meta tags, navigation issues etc..). Then start with offpage activities which will include:-

    article posting
    blog posting
    social bookmarking
    forum posting
    directory submission
    ad posting
    social media optimization
    video promotion etc....

    For off page SEO you need quality and unique content then distribute this content over article sites, press release over pr sites and you can post both article and pr for the blog submission. Then bookmarking is a must because this helps in indexing your pages and also create backlinks. Classified submission, forum posting, directory submission, blog commenting are all off page seo.

    I would skip the #4 item that 2nd poster said about submitting to search engines. Some people presume there's more credibility out of the gate in letting your site be discovered through other links rather than direct submission. An easy (and fastest) way to get your site crawled is to send a ping. Go to pingomatic and enter your website URL. Poof, Google subscribes to pingomatic and in my experience crawls the site almost immediately.

    Leaving comments on people's blogs helps too, even if its nofollow. Believe me, your site will still be followed and some link juice will be passed, for example, if you have a Wikipedia link to your site.

    Off-page is a broad concept. When you say "off-page", you probably mean:

    - link building (most likely)
    - social media marketing (SMM), that is, promotion in Twitter, Facebook, Pinterest, etc.
    - paid advertising (buying banners on other sites, paid reviews, adwords, etc.)
    - other possible variants.

    When I began my first campaign on a new site, I remember I was using a back link tool to exchange links with other webmasters.
    Even though that was a long time ago, it still works nowadays to some extent.

    I would also go comment on blogs and forums (by hand) and get links, most of which were nofollow, but some were dofollow.

    1. Create viral linkbait if you use wordpress.
