I just want to give additional comment for your statement. That article submission is not really works right now. Trying to do guest blog will give you better result in the end.

1. I think that link exchange should be done moderately. And it's better if you do it in a more intricate way, for example:
A links to B - B links to C - C links to A
you get the idea..

Besides, it's better to do it in the beginning, before you earn any PageRank.
