    It is better to read the Google webmaster guidelines and then follow the rules for doing SEO work for your website. Anything that goes beyond the Google webmaster guidelines is likely to be penalized.

    Yes! I follow each guidelines provided by Google webmaster tool, if anybody will goes beyond this, he may be penalized by Google. so you should always follow this.
