    Well, I did some research and waited for around 2-3 months in a very new website on the (FEB update).
    I had a bunch of list of domains on different servers ranging PR from PR1 to PR6 (around 15k websites, don't ask the source)
    And then I went to each and every website and created some links with some anchor (me programmer, automatic script was made)
    Waited... (Google webmaster showed 22k backlinks as Ahrefs too)
    And I got a PR 7 for my website.

    So, if only I had that many backlinks from some PR7-8.. I would surely would have PR 8... not more than that...

    It really depends on Google whether it will give you page rank 10 or not but I have seen website with page rank 10.

    PR 10 at low cost? I'm not sure if its possible.
    But yes more than backlinks and content, social media interaction has a high correlation with good rankings, also too much of Adsense integration can have negative impact..

    Just come to think of it.. There are million of users that visits facebook everyday. However, its ranking is constent on PR 9. However, I can't measure on how many years or even decades before you can attain a PR 10 ranking...
