Yes, if you have links coming to your site, yourbrand new site will get PR in the next PR update. Sandbox has no affect on PR. It simply affects your Search Engine rankings.
yes, you will get PR, as stated above. but why do you care? PR was originally a means to an end: pagerank practically equated to great rankings. it's not like that anymore. unless you're selling text links or trying to actively exchange links with people and you get the feeling they won't because you don't have a high enough PR, it really should not matter much at all. as far as telling how you're sandboxed: check allinanchor:keyphrase. if that's significantly higher than "keyphrase" by itself, there's a good chance you're sandboxed. there's also a good chance you're sandboxed if you haven't had your site since 2003.

I had one of my sites sandboxed a year ago and at that time it had PR2. Today it is PR4. So yeah, it's been proven to me it can aswell.
I dont think that sandbox effect your website being insandbox doesnt means that you cant get ranked in google just do the basics of SEO and as your site will get older it will get indexed in google.
