    What oseer said. That said, the concept really isn't that hard to understand. Start by looking at simple templates that already exist; play with them, see how the site reacts to what you did. Learn.

    You can build up the template in the same way as you build your website but you don't put proper content only example text.

    at first you have to learn about HTML and CSS must. without those skill, you can't do it. when you learned , I think you should find out some video tutorial from youtube. from video tutorial you can learn easily.

    Bro you just have to right htlm in simple plain notepad document after that just replace .txt with .html it will turn your document in to web link and save it.

    you should enough knowledge on front end development (atleast html and css) including some design skills in order to work on a web template. You can choose out of thousand free templates available online if you just need a template for your new site.

    Learn how to use Photoshop and study some simple HTML and CSS. You can start by learning code with premade templates trying to customize them.
