You can use those services to build links to your main sites too, no one says they have to be used for second-tier properties. The purpose of such services is to have Google pick up the second-tier links faster, and not to give them a lot of link juice.

They're probably blackhat -- some people say that all automated links are blackhat. I, for one, don't care. No, they don't increase traffic. They're used solely for SEO. I do my own indexing of backlinks (a combination of Scrapebox and UAW submissions), but I know people who use them on regular basis and are happy with what they get.
