What is Blog Commenting and why we do it?

I hear about Blog Commenting many times in SEO. And I am not aware about it. Please explain me what is it and why we do blog commenting is it has any benefit or just time wasting.

Just don't post on spam forums and blogs that are abused with tons of links.

If you do so and get a backlink from providing the repsonse that should be a bonus, but not your sole or primary reason for commenting on thar person's blog.
