    As you can see from above there are mixed views as to what is required for PR4
    The bottom line is good quality do follow back links from authority sites with high PR rankings especially with the recent changes Google have implemented with the Panda and Penguin updates

    I think, to get PR4, everything depends upon what type of site you have linked for promotion. If you link to high page rank of site like PR4,PR5, PR6 , then, you will definitely get page rank higher in very short period. This is my experience. Thank you.

    Actually its hard to tel exactly how many back links to need to get to reach PR4.

    Google use some unique algorithm to determine this process. But the overall view is you need quality do follow back links at least 18-20 From PR4, Almost 4 From Pr 5 and many from lower Pr.

    i think, to get Page rank 4, you need the back links of higher Page Rank like PR5, PR6, PR7 and so on. Moreover the higher do-follow links from quality sites, you will be ranked on higher position on the Google Search Result. Another reason depends on the quality of your site or Blog. Thank you.

    I can say that it only depends upon the backlink quality.If you have many links for PR7 to Pr9 sites you will have High Pr oppurtunity.

    Depends on many things and not just the backlinks you have. You should also look at the quality of the content of your site AND the backlinks you have.

    If it is possible you can backlink from web pr 5,6 8,9 exmaple: Squidoo d HubPages
    the more you get backlink, you get high page rank
