    Is inserting ad unit over the video player like the below image, for certain time(say 20 seconds), is against Adsense TOS?
    Please suggest...

    yes, very.

    1st, if you show adsense, you have to show it from beginning and show forever, not just 20 seconds

    2nd, you show ads "in" video area, misleading

    It's almost like on Youtube videos... But it could be against TOS if someone can prove it :)

    Yep, definitely against TOS. It's similar to the adsense on YouTube videos, but you have to be invited and apply to that specific program I believe. I've only did a bit of checking into it. Also, your videos must be your own original content for it.

    Yes, it is against Adsense TOS, as these kind of adsense placements creates a lot of accidental clicks due to which advertisers suffer, please change it.

    @ gauthixyz, I was thinking to use this kind of ad units but have changed my thoughts.
    You will be highly appreciated if you could share me which ad networks would allow this kind of ad units.
    My site is going to reach the alexa of within 100,000 and finding ways to monetize better.
    With adsense I am getting only $ 3/ day in average though I am getting major clicks from US, UK, Ireland.
