I think, to get PR4, everything depends upon what type of site you have linked for promotion. If you link to high page rank of site like PR4,PR5, PR6 , then, you will definitely get page rank higher in very short period. This is my experience. Thank you.
Actually its hard to tel exactly how many back links to need to get to reach PR4. Google use some unique algorithm to determine this process. But the overall view is you need quality do follow back links at least 18-20 From PR4, Almost 4 From Pr 5 and many from lower Pr.

I can say that it only depends upon the backlink quality.If you have many links for PR7 to Pr9 sites you will have High Pr oppurtunity.
