Well penguin updates was designed to stop spam sites from ranking well on SERPs. Although websites are considered spam for several reasons, the main reason is low quality links on the site and low quality links linking back to the site.So have you checked about quality of your links.Now high quality links are considered as links coming form same niche,High PR recommended but high PR links from different niche is not considered as quality links now.First get rid of all unrelated links on your website.

 

You should update your content and make sure there is less keyword density and content should be unique and genuine. Remove unnecessary internal and external links to avoid any kind of penalty from Google.

 

The problem is that this is all just guesswork, we really don't know for sure how to recover because we aren't sure exactly what was targeted. As yet there hasn't been a refresh of penguin, and until that happens there will not be any form of proof as to what may or may not work.
