Some websites has less links and page rank is increased easily. Some website has many links and still fighting for rank. Why?

Depends on so many factors the quality and relevance of the links, the age of the domain and the amount of links on the referring domain, the list goes on. So in essence the higher the quality of the links the more it will increase page rank

The most important factor is the PR of the website from which the link is coming. Links also have to be content specific in order to have any power, especially after the Panda update.

That's not the correct question. PR depends you submit your website to and they must be do-follow sites so that the link juice could be passed. In this way you will get the benefit of that website's PR and your website's PR increases. This is the way it works.

    Many other reasons

    #1 - Quality of Content
    #2 - Quality of Backlinks
#3 - how many views you actually get
    #4 - Niche

    Take a look over this:

    GPR.jpg

And here are some more information:

    PR(A) = (1 - d) + d * SUM ((PR(I->A)/C(I))

    PR(A) A page rank
    d is 0,85.
PR(I->A) the page rank of I pages that have a link pointing to A
C(I) The number of links that page I have
PR(I->A)/C(I) is the value of PR that page A get from I
SUM (PR(I->A)/C(I)) the sum of all the Pr value that page A get from website that have links pointing to it.

Beside this you also must take in consideration your on-site SEO, the kw and all other stuff

So you may never get an exact value, number of backlinks need it.
