    Besides gaining natural High Quality link from updated content and a great layout.

    What are the safest ways to build back links that Google won't punish you for?

    What would your safe link building strategy be for a new site?

    Gotta agree with Latonya on this one. It's my understanding that the reason those updates were made is because of all the crap sites out there. Stick with quality content, build up backlinks on relevant sites, and you should be good.

    One thing I will say is, if you're going to build up backlinks through blogs and forums, make useful comments/posts and relevant sites. I'm not sure how Google's algorithm sees them, but I'd recommend not posting some random weight loss comment and link on a technology blog. Half the time, the blog owner moderates their comments and won't publish them, which is just a waste of time you could have spent creating a solid backlink. You probably already know this, but I just needed to vent about it since I'm having to deal with it daily while monitoring my employer's blog. lol

    You need to make sure that you don't have all High PR Links as it will not look natural. Wiki Links with good content are great links to have.

    You need to concentrate more on quality content and building high quality back links from good page rank sites. Avoid keyword stuffing. Use them genuinely. Make your website more user friendly with useful information in it which the visitors would love to read. And it will be really wonderful if you could include a video in your site related to your company introduction.

    Agreed about high PR. Nor are they always the best. I'd rather have a backlink from an authority site on a 0 pr page than a backlink from a spammy PR whatever. In fact, PR should really be ignored (and Alexa, as it's heavily skewed by webmasters, the main toolbar users). Is the site well-established? Is it an "up-and-coming" site? Is it generally clean and good content? These are things to consider. Obviously, and most importantly, is the relevancy. What's the point in having a backlink if it's irrelevant?

    Important to remember also - Penguin is about on-page. A lot of these "Web 2.0s", wikis (I don't mean Wikipedia - there are thousands of wikis out there!), etc, contain spammy UGC (User Generated Content), which could potentially negatively impact the whole domain. Spending time to get quality backlinks on those that are stricter, have more editorial over-sight would work out better in the long-term.

    -Don't build links only for your home page. Get links for inner pages as well.
    -Don't get links from blog networks or link schemes
    -Don't build links from pages where content is not unique
    -Don;t focus on 1 or few keywords
    -Use stable link building pattern.

    I also have a site starting from scratch. I started link building post penguin and it is on page 2 right now. I think you still have to make some backlinks which is relevant to your niche.

    - Make light weight website that loads faster. Pay attention on User satisfaction and navigability of your website.
    - Write great, well explained, detailed content that may act as link baits.
    - Avoid writing articles with high keyword density.
    - Don't participate in link Exchange 2way or 3way..
    - Avoid sponsoring templates and other similar tactics to get links.
    - Don't buy links from blogroll of other websites.
    - Don't syndicate artciles to multiple article directories. Just submit one copy to one article directory.
    - Avoid Posting articles to paid blognetworks like linkvana etc.
    - Avoid linking to poor quality websites even from comments section.
    - Concentrate on social presense of your website. Make Facebook, G+, LinkedIN, Youtube, and other similar social webpages and keep then updated.
    - When building links, make sure to get links to main as well as subpages of website.
    - Use large variety of anchor texts.
    - Keep low ads to content ratio and make sure not to place more that one or two ads above fold.

    Mix your link methods I guess. Think it's still too early to tell what foot prints they were using or looking for.

    Common sense applies, like don't spam your links or use doorway pages.
