If you are going from cPanel to cPanel when changing hosts then they will do it for you for free most likely. If they don't or won't check into a hosting provider that will provide you with free cPanel to cPanel migration.

    Hi,

Just generate a backup using the Backup Utility inside your current CPanel interface. Download the backup and upload it to home/{username}and tell you new host to restore it for you. They should have no issue. Just a simple click of a button for them.

After they have restored it you will have to point the domain in question to the new NS that your hosting provider will give you. After it propagates your website will load from the new host.

    Thanks, VPSVolt.

If you start with cheap hosting, it seems they don't offer free migration. But from Cpanel to Cpanel isn't hard like you think. Just remember to put same domain on new host's cart so they will generate same cpanel username. It will be helpful for you on next step.

Then you should go to Cpanel -> Backups and download two parts: all database backup and a directory which contains all your files.
After you saved them, let's go new host's cpanel and go to Backups -> Browse to files on your computer and wait until it done.

If your username (for logging into cpanel) isn't same, you must handle creat a new blank database and restore it from Cpanel -> phpmyadmin -> Choose database -> Import.

This is standart steps which I recommend.

Most web providers will do it for you. If you have access to WHM, there is a migrate feature there already built in.
