Well, in this case, it's not really a penalty. Just a change in the way sites are ranked. (A site can re-rank if it makes the right changes.) A positive one. there is always a lot of fuss/uproar when Google makes a change and then it all settles down, turns out to be for the best (except for "SEOs" using dubious on-/off-site tactics).
Where's viagra? Search for 'paypal france' -> 1st page: 4 viagra sites, just like in the good Altavista old times. Google is in process of auto-terminate itself.
It will all settle down soon enough. As long as you feed the Google monster what it likes to eat - ie quality content, around 1000 words per page; you will keep it happy in the long run...
I tried typing in "forex guide" as a search keyword in Google and I saw a site ranking as no #1 on the SERP which says "Sorry! This site is not currently available." LMAO.
That is coming up as #4 for me (UK). #3 when I do a US search. Bing (USA) results aren't that great either, thought. Same #1 as Google, but cr@ppy #2, #3 and #4. (#4 is probably also a page unavailable, but in Polish.) Overall, I would give the edge to Google on this one.

I see Etoro's .pdf manual as the 1st link (Ads are blocked on chrome) and most of the sites below it look like some spammy affiliate stuffed websites.
Google is still the best search engine, because many-many people (this real peoples not the machine) around the worlds trust him and use him. and not all keyword results is rubbish, there are many keywords that the results are really relevant and real website.
Google is the best. But it some bad people that is making it look like crazy. There are so many methods now to make top ranking in Google that there is hardy any good site left. Some times there is no site at all.
