Yes those are the old method of link wheel and before google accepts it. but because of spammer who abuses link wheel, google keeps on evolving and learning because of our good friend spammers. they rated link wheel as "Link Farming" and link farming is bad for google. we can still use link wheel but more modern, random link wheel and link push strategy where in you will interlink as many websites focusing not only with the main page but also every page you have.
