    After signing in, click on the site that you have registered and want to check. Scroll down the page to the heading "Links to your site". Click on "More" at the end of the list.
    You will then see a list headed "Who links the most", click on "More" at the end of the list.
    The page that opens has two boxes at the top, click on "Download this table" for a list of all the domains that link to your site.
    Click on "Download more sample links" for a list of the individual links. Just scroll down to the last link on the list and look at the number on the left hand side to see the total.
    (N.B. this will not be every single link to your site, but you will see more of them here than elsewhere)

    The links may be in place, but they will not show up in GWT until Google has crawled the sites where they are and indexed them.

    The links.command was replaced (for site owners) by Google Webmaster Tools some years ago. It was never an efficient service and will show a much smaller sample of your links than GWT will.

    Someone mentioned http://www.opensiteexplorer.org/ as paid, which is mostly true, but you can do a few free checks each day.

    Unfortunately, it's almost impossible to know 100% of your backlinks if you've got any significant number of them.

    When starting a link building campaign (or continuing one), you want to be able to check your progress and see if you are indeed building any backlinks to your site. You want to be able to see if any of the links are “nofollow”, what anchor text is being used for the links, and what quality of site the links are on.

    I use webmaster tools. It would not focus on which links you do have but better yet focus on which ones you are creating. Diversify. That is the point of organic search results.
