When your web page is over optimized you will get notify in Google webmaster account and also track in Google Analytics report.
In Google webmaster account and in Google analytic one can check the optimization status and other details but it does not show that which site or link is over optimized! So, if Google is launching new updates to penalize a website on over optimization than there should be way to check over optimization and control it but till now we have not find it Regards,

There is no such thing, nor is there a tool to do it. Webmasters are expected to know what the Google guidelines are and to know what has been done by them (or for them) to their sites. The only indication for those who don't know is when they receive an"unnatural linking" email from Google (that is if they have GWT account).

Okay. Am not worried at all about offsite SEO as I havent build any spammy links or paid links.. all the backlinks are natural... am only worried about onpage factors... coz... i have done some SEO OnSite.. by using meta keywords, desc, optimized titles (which am not comfortable with)
I read an article a month ago that Google is going to start to penalize over optimized sites. How the hell do they know whats over optimized then?
I know SEOCentro... they have a seperate tool to check Keyword Density, Analyse Meta tags, etc. but don't have a tool to check the page as whole...
There are various free tools available for whole page analysis, you may have to try different ones before you find exactly what you want, here is just one example: http://www.seoworkers.com/tools/analyzer.html These will show you what's there and perhaps make recommendations, but they will not necessarily agree with each other in any suggestions they may make.

You are welcome. I just did a Google search for "free SEO analysis". The first one that came up wasn't working, the one I linked to was second on the list and there were many more similar sites listed.
That tool have a Firefox extention as well.. and I have installed that.. so its easy to check whenever we publish a new post...
