    As others have indicated, a combination of all three should be incorporated into your overall long term link strategy. Assuming you are talking about posting legit blog comments, forum posting, etc., and not spamming forms and blogs ;)

    Instead of thinking about getting links, think about marketing your site. You want to reach as many eyes as possible. So spend some time doing a little bit of marketing in every way possible each day. If you've got a good site you'll start to pick up natural links from the forum, blog, directory, etc. links. That's when your search engine rankings will really start to improve.

    Forum posting is the best method among all but everything is important for your website. Forum Posting and Blog Commenting is the best method to drive traffic on your site and Directory Submission is time-consuming but very important to generate back links for your website.
