To learn web design, star from the basic html tags, then install dream weaver and learn how to use this tool.
then next step learn css basic. there are many sites which provide online teacing for web designing, but you can use the w3schools.com. this is very good site for the basic knowledge. after doing html, css, you can learn flash and html+ flash work is good combination.

W3Schools.com si a very useful website but i would suggest you hit the books. You can find a book called learn CSS by Kynn Bartlett that teaches you CSS and how to use it with HTML but you will need to know some basic HTML first so it doesent all look like a blur to you.

Not necessary, basic is html and css, then a little Javascript as script making html dynamic. PHP and MySQL are useful for using the forms and datebase in your website.

To learn about web design for what you need shouldn't take too long but to become preficient at anything, expect to spend a good chunk of your time studying and implementing what you have learnt.

In my opinion W3schools is not the best place to learn but it is a good for reference.
