I would go for Kompozer and you can try a good one called Bluegriffon (which is based in Kompozer).

If you are editing whole projects, I would go for Netbeans for PHP (which includes CSS editor, javascript editor and html editor).

And Notepad ++ if you know some HTML and want to make some small changes.

Notepad++ is a free source code editor. Based on the powerful editing component Scintilla, Notepad++ is written in C++ and uses pure Win32 API and STL which ensures a higher execution speed and smaller program size. When using less CPU power, the PC can throttle down and reduce power consumption, resulting in a greener environment.
