Stuffing your website contents repeatedly with KW is called KW stuffing; it's done because higher density of KW in the content make the google bot belive the content is relevent; but too much of it will make your site suspicious in the eyes of google. The real thing ids that while you start to stuff your content with KW it looses it's quality. Poor quality content won't do good for your site, it's not good in visitors point of view and search engine point of view too.

It is a black hat method of SEO. It's when you stuff your keywords in your article. Kinda like, spamming the article with links. Not really cool when seen. Seriously.
