Think yourself at place of Google, say, you have millions of websites and have to rank them all. You cant manually check them all, so ultimately you will choose some good ones and then definitly the external links from those sites will also be quality sites,,, so this way you can decide the ranking to the sites... Same does Google, and will be doing it in future also.(we cant say it will work always like this, may be in future ranking moves totally to social side.. but any thing may happen).
