hi. Just focus on content which should be unique and original and secondly try to have good quality backlinks because it will help you to get the good amount of traffic that will lead to the high page rank.
If you buy a domain that has PR, it will only keep that PR if you keep it at the host/IP its already at with the material it already has. If you move the domain, you might lose everything. If you redo the site, you might lose anything The only way to increase PR is to have a site that is used by people. Add good material and you'll get results. It's kind of a science
As mentioned above probably the fastest way is to get high PR pages to link to you which passes the link juice on. It's also important that you're site isn't leaking to other sites as you will loose this juice however.

google now update pagerank with very crazy thing, czuse my new fresh domain (not drop domain) only 20 days get pr 1, I think update PR 4 days ago is wrong
You shouldn't focus too much on Google Page rank; although many people are still judging sites based on their page rank, nowadays more and more people look at seomoz to get an idea of the value of a link/site (which is a score based on several items such as back links and their authority). I had a site with pr3 and one day in november someone hacked it and copied all content, also replaced my htaccess with his one with 301 redirect on his "new" site I didnt see this issue for almost two weeks and then it was too late pr dropped to 0 visits decreased by 70% adsense revenue dropped by 70% and now, with some legal actions I managed to put that domain "onhold" immediately after that I've got my pr3 back but not visitors and revenue of course, now I need to work a lot on that. Can someone tell me how could that guy still pr form me?
Focus on your content. Nothing else. Then you'll get PR3 in no time. This is from my experience. I did nothing except creating content for some of my clients after installing WP for them. The last client got a PR3 status in two months! Almost unbelievable...but it happens.
