I don't see it as a black-hat or grey-hat technique until and unless you maintain the relevance factor. If you are creating multi tier link building strategy, then you have to create quality content for those blogs as well through which you are linking your main website link. Don't just copy-paste the article again and again to various blogs or directories. While using social media, you have to activity engage in there with your audience .... If you keep following this step i don't see why major search engine will consider it unethical promotion techniques.
Link wheel is good but don't depend only on that....you have to use the all seo techniques which are under google's guidelines. These days due to latest google's udpates its very tough to be on SERP. I'll suggest you to use UNIQUE CONTENT as much possible. It will improve your SERP.
There are mixed opinions about the legitimacy of link-wheels. There is nothing wrong with providing good and diverse content on a certain topic you are good at, and then linking them to other articles that you have written. What is WRONG will be if you do so but act in a spammy manner (doing crazy linking for no other purposes than to increase your links), creating wheels of spun and rephrased articles etc... So, the key is to make it as natural as possible.

It is how you link your profile on social media sites, to your portal, from forum profile to your portal, etc. It can be grey hat because link wheel, in some ways - is more like manipulating your own links to achieve rankings on SERPs. On the other hand, it could be effective as well because you are able to distribute and create an effective linking structure for your portal by linking to related and authority sites (both incoming and outgoing links)
try to update your site regular basis, put some unique and informative content in blog or article section daily and take the help of social media. share your content as much possible on social media sites.
as i can say only 20 percent of seo specialist say that link wheel is not a good techniques and 80 percent say that it is effective techniques but you have to apply other techniques as well.

Google is now introducing algorithms that will shuffle tier 2 pages and will stabilize the rankings of tier 1 pages. Link wheel is not much useful and overdoing it can be dangerous. The thing that is being rewarded easily is the highest quality content with social media backing for the content. (remember these are my views only and one may or may not agree with it)
