    PR doesn't mean much, unless you're trying to sell the site. I've seen sites rank with no PR, for hundreds of keywords without any issues.

    Yes its true that you canonical issues should be solved to get maximum benefit. Also try to get links from high PR sites to get PR for your self but make sure that other backlinks on site should be low.

    The only way to build up page rank is through backlinks. If the backlinks come from pages that have pagerank on the page itself (not on the top-level domain), and the links are dofollow (blog comment links are the reason nofollow attribute was invented), then they will pass pagerank.

    With that said, you should be much more concerned with ranking for your keyword than with pagerank.

    There is no quick way to get high PR. Utilizing as many different sources is your best bet. Do some article submissions, social bookmarking, videos, podcasts, content distribution etc. Search engines will see that your links are well diversified and this will bring you a higher PR.
