    It would depend on various factors:

    If a website only have 1000 nofollow links, then it might be pretty hard to reach on top ranking of Google (or to get any ranking at all).

    However, if backlinks are mixed with 3000 dofollow and 1000 nofollow links, then there is a chance of seeing positive results.

    As long as 'low PR links' are concerned, every link must be created with the intention of adding value to your site, not just to get backlinks.

    Only no follow links won't help you to get top ranking. You should have some quality do follow links for top ranking.

    1000 NoFollow links won't boost your search rankings but they could give you some extra traffic. A mix of DoFollow and NoFollow backlinks are the best for your blog :)

    Could easilly achieve this just spamming blog comments but the outcome is never nice. Your site will probably just get associated with bad neighborhoods and the best you can hope for is a tiny increase in traffic.
