    Yes page rank depends on inbound link too. As inbound link helps to increase your page rank more high. No, you can't increase your page rank through low level websites.

    yes every link is important, but the bad backling can show negative result on the rankings, and inbound links are always have good reputation so its better to depend upon the inbound links for rankings.

    the pagerank theory is told that you can increase your pagerank if you get more backlink from HIGH pagerank.

    PR depends on a lot of factors, not just inbound and outbound links, but age of domain, loading time, and many other factors we are not privy to
