This seems to be one of the top link building strategies. But the big question here is how do you get bloggers to "voluntarily" link to you?

As far as I know, there are 3 ways to do this:
    1) Create quality content in your blog and regularly update it. This will attract your audience's attention. This is most difficult way and time-consuming, but it's rewarding in the long run.
    2) Email the bloggers for exchanging links. This would create a two-way links between your blog and other's blogs. But still, you need to have quality content, otherwise peole are likely to decline you.
    3) Buy links from other bloggers. This is the fastest way to get blogroll links. But it's risky as Google oppse buying links.

Let's see if others would have better methods.

I think a good strategy is to find blogs that will allow you to write a 'guest post' and as part of that post, you create 1-2 links over to your site. Before they add your post, they're sure to check out those links (they want to make sure it's not going to a spam site), and if they like your site, they may add you to their blogroll as well. If all you get are links from that one post, you're going to benefit anyway.
