Wordpress is for a blog site.
Jomla is for a generic site usually with members.

Wordpress can be used for communities with BuddyPress extension.
Joomla can be used for communities with Community Builder or JomSocial extension.

Wordpress is easier to understand, easier to modify, and much better for a beginner or less sophisticated user.
Joomla, my personal favorite CMS/Platform, is definitely a more complicated CMS, but in my opinion it is a much better and more powerful one. I use both, but I use Wordpress for smaller, less complicated websites, and I use Joomla for bigger projects.
To be totally honest, you can't go wrong in either case. They are both very good and learning both intimately would be the best bet. I know that some people mentioned SEO being a problem in Joomla, but that is not entirely true. You can very easily use Search Engine Friendly URL's by changing one simple setting, and any other SEO issues can be solved by any number of free SEO plugins.

Which of the two can deliver the fastest load times? I have used wordpress exclusively with cache plug ins but I do not really trust them to deliver consistent load times - am I dumb for this? Does Joomla put as much a load on the server if it needs to render complex plugin & module loaded pages.

Joomla is the best. Whay I am so confident?, I have three live site running on Joomla CMS.
As already said, Joomla has infinite customization options while wordpress is limited to it's blog features.
Cons of Joomla, active community and developers, large number of extensions to customize your site from a root level, can be used to build large sites than just blogs.
