If you submit your site to Google without a sitemap and hardly any pages, you would be worse off than just waiting to build the site right and then submit it when its ready. A new website..I think you must wait atleast a month before its promotion..if you promote it so much or you built link..you may be on a route to invite sandbox by google...so just one good link for a new website ,then if its all prepared with sitemap and robots.txt..submit it to google webmaster...wait and see..Then after a month you can start promoting slowly few good links in a 15 days time may be good enough to get it on top 10 if contents are unique!!!
