Finding High Authority EDU and GOV backlink is relatively easy and you can just head over to Google and search for any of the queries given below:
site:.edu inurl:blog “post a comment” -”comments closed” -”you must be logged in” “Keyword”
site:.gov inurl:blog “post a comment” -”comments closed” -”you must be logged in” “Keyword”
    site:edu inurl:login create an account
    site:edu “powered by vBulletin”
    site:edu “powered by SMF”
    site:edu “powered by phpbb”
    inurl:.gov + inurl:forum
    site:.edu “powered by wordpress” keyword
    site:.gov “powered by wordpress” keyword
    site:.edu inurl:guestbook
    “keyword” forum site:.edu
    “keyword” forum site:.gov
    “keyword” blog site:.edu
    “keyword” blog site:.gov

It is very difficult to get a backlink from edu sites. But they are highly valued by Google.

Good tips, also might want to add strings like -"Page 1 of" and similar so you get rid of multiple page forum threads.

You should look into getting scrapebox, it automates a lot of this, I find a few thousand forums a day with it in just a few mins, sort by PR, remove the nofollow ones and post manually, makes life easy!

I already have scrapebox installed in my pc. I also used it for fast indexing of my backlinks using the rapid indexer.

You are not likely to find any .gov or .edu sites that will make it easy for you to get a backlink from. You'll likely have to do things like actually reading the post (imagine that) and creating a useful, appropriate response, and then crossing your fingers, hoping it gets approved :)

have you tried adding a +signature,

eg : site:.edu inurl:blog “post a comment” -”comments closed” -”you must be logged in” “Keyword” + signature
