Dude there is no sudden number to determine. you can get PR 5 by doing 20000 back links with a very improved On page SEO. again you may get 100000links but no PR.

There is not any fixed quantity and period of back links to get PR5. If it is so than you will see no page/site less than PR5. Getting high PR depends upon the quality of links to get.
