    You can write your own content in your language and then pay someone to translate it into English for you. I am not sure but maybe that will come out cheaper than having someone write an original article for you.

    There are lots of cooking websites.
    I recommend focusing on one type of food . For example Indian foods ( just like you wrote).

    Also choose a short and cool domain.

    Yes, you can create such site but it should be unique from other sites as tonnes of cooking websites are available. You must focus on one type of Indian food at the beginning and then gradually add items to the list. You must come up with new ideas and recipes to attract your viewers.
