    so if you link to somebody and they link back to the same site, don't you think the link juice will offset? Link exchanges are worthless unless you do 3 way.

    Page rank means nothing. Stop thinking about it and think about more important things like how you have improve your blog and how you can get more visitors. I have a PR1 site that is beating out some very high authority sites, for very competitive keywords.

    If your thinking about your PR to much, you lose.

    To increase google PR you need do follow links point to your site. Look for do follow blogs(preferrably blogs with high PR) in a similar niche and make comments including your link.
    However, pagerank is just a number and has no value. SERPs are what you should care about.

    If you want to increase PR, the best way to do it from high PR backlinks. They're easier to get than you think, actually. I've had several sites of mine go for nothing to PR6 in a month. You just need quality backlinks from other high PR pages.
