Though this is a really nice idea but what is the percentage of achievement by creating fake account. I think doing so may lead you towards losing hope soon if you are not promoting your site elsewhere along with this tactics.
The best and the easiest way to promote your Forum is to participate in various other forums and also you can promote your forum through social networking sites,social bookmarking and article writing with good content to generate traffic.
if you really want huge visitor you must use ad network or post useful things on your forum. and be a active member of same type forum which have huge visitor.. use signature post everywhere with good reply you will get some free visitors
I always recommend social media plugins, as they are recognizable, easy, and a terrific means of marketing.

This is not a way to get traffic to your forum. Try to share your forum link anyway that will drive traffic to your site.
