Its hard to find a PPC with such description. In fact, PPC relies on your traffic as counterfeit on your income. Also, I can't think any other PPC sites that pays just like adSense does. You can try BidTraffic though.
I have try bidtraffic 4 months ago.They pay me good + high PPC .But now they do not provide banner ad.
What type of site do u have if its a legal site ie no illegal items on it then u can just go for adsence if u have warez,movies or other content u must go with the other networks that are listed on this site. It also depends on where u get the traffic from if its from the US then u should try trafficrevenue or fidelity media they pay allright
what short of ads you are looking for, CPA, Pop, PPC or banner cpm depending what you looking for, you have a lot of choice, but first you may want to decide what are you looking for
Not really sure how you would find the best ppc site for a low traffic site rather than for a high traffic site. They're all the same when it comes to clicks, just use adsense.

Basically it's depend on your site that what type site do you have ? and what do you want first you should clear on your mind that you need that type of Ads.
