    First of all to create any design, you need to know the foundations(software, vision and etc) you need to read some tutorials first

    If you visit the web designing section of this forum regularly you can learn a lot. There are also some Online Tutorials - search it on Google.

    Your best bet would probably be to put a blog on your site - maybe WordPress. Or a forum. Or a CMS (you can find a lot of free ones - and try them out - here).

    You begin with blogger or wordpress, since they provide free hosting and ready with well structure cms. Once you familiar with that, you can slowly setup own domain, and create html.

    Previously, I download those html template and edit it, instead to create from scratch. Editing template is more easier to learn.

    My advice would be to get yourself learning dreamweaver from scratch,your find loads of tut videos.I did and have never looked back !

    if you are urgent to built the website, I suggest you to use the default theme of wordpress, It looks good; if you want to design by yourself, you need to read some basic tutorial, as w3schools...
