    They are demanding me utility bills, but i don't have any utility bill for the address i had added in my paypal.

    Kindly advise me.

    Just upload anything you have as your identity.
    And call them to tell your situation. Calling is the best option as its the fastest way of removing limitations.

    Submit your ID card or your driving license. As for utility bills, you can use your bank account statement that was sent to your address or an insurance bill.

    Ok...I had the same problem. What I did was changed the address to current one or a permanent address and get a notarized affidavit of your address and upload it after scanning. You can still edit the address so its not a problem. I had no address proof of my residence so I got notarized affidavit. Utility bills is not must. If you have other documents of address proof, then upload it. After that, just give paypal a call. Your problem will be solved in minutes.

    I think changing of the address is possible while your account is limited. If it is allowed then try to change your address and then upload your utility bill.

    They still will allow you to change the address so I will prefer you to change the address to correct one and then upload utility bill.
