I think using 5-20% density of the keywords in text is itself keyword stuffing .You should either go for LSI and long tail keywords in order to drive more traffic. Write content for users and not search engines .
In content optimization you can create anchor text which will point to other page of your website but keyword should be relevant to page. You can also use Header tags H1 ..H6. Keyword density per page should not more than 5%. You can use 500-750 words per page for your website.
For your major keywords, the optimal density should be about 3-7% while minor keywords should have approximately 1-2%. Anything over the density of 10% is suspicious, can be taken as keyword stuffing and penalised. Your articles should look naturally written.
Any more than 4% will look like spam really. Each page should be less than 600 words really, split em up if your articles are any bigger than this, otherwise people on mobile devices may get a little impatient or it may not even load at all. Its all just common sense really, if it looks good to a reader then the search engine won't see it as spammy shite.

I still would say 3-7%. If you make good use of headings, divide your content into logical paragraphs with sub-headings, make good use of alt text for images, use lists to promote headings you should end up having about 3-7% of naturally written text without keyword spamming. Longer articles will have less keyword density, but it is perfectly fine. Keep in mind you write for humans, not for robots. There is no ideal amount of text for a web page. It all depends on the topic. I agree with dddougal, if you reach 600 it's definitely time to split it (blogs can be longer). Make good use of images as long blocks of pure text are hard to read.
I have found that my site ranks better with 2% keyword density with the keyword used twice in the first paragraph and once in the last paragraph, using strong tags and also putting the keyword in the ALT text for one of the images - this seems to work quite well on pages around 300-500 words especially for long-tail keyphrases. Personally I've experienced great SEO results with creating longer (up to 600+ words) in the initial articles and pages of a site launch, but once the site is established and ranking (with PR), even shorter articles rank well and quickly. I agree w/the KW density at no more than 5% (using LSI). I think H1, H2 tags, plus bold, italics and underlining keywords is important. Finally, don't underestimate the importance of linking both within the article, within your site, and occasionally to an authority site. Excellent writing and content is always key.
