    To get the new site indexed, ping it, do directory submissions etc.

    After that do forum postings, article submissions, link building, media marketing etc.

    Check your site at sitereportcard.com and keep tweaking until you get 'perfect' on all checks.

    Check your site at validator.w3.org and don't stop tweaking until your site validates. Flash insertion probably exempt(?).

    After that proceed for the OffPage optimization.
