    Ideally the homepage would good as that is where most of the SEO goes to, but sometimes the internal pages could rank higher

    Don't buy links. It's a direct violation of the Google Webmaster guidelines and a sure way to get burned. I know clients who've bought links and never been burned, but why take the risk. Steadily building your links is the best, safest way to grow online.

    Try to avoid buying links for both homepage & inner pages too. Buying links is the black-hat SEO, if Google will find out, definitely your site will gt penalized.
