Remember that likes don't necessarily mean traffic to your posts, it just looks good, I have a Page with just 31 likes/fans and it gets 1000 impressions per day to the content, I have pages with 4k likes/fans and they struggle to get 1000 impressions per day/per article on page. So providing quality content and gaining natural traffic is far more benficial that gaining the likes/fans. I suggest putting more energy into content rather that exerting energy into likes or fans.

In all honesty, it may cost a little extra but you can get extremely targetted likes by using Facebook ads. The bonus is that if somebody likes your page based on your ad, all their friends see it and it helps to spread it more.
