    Both a the best way to get valuable links after the recent Google update. The only thing is, blog commenting can take a while for your comment to stick or it might not be approved at all while forum goes live almost immediately as the post goes live.

    Simple check is to look at google and the link:www.domain.com - and find out which links generally are awarded to the site. I usually get awarded for profile links on forums than anything else.

    I think both are effective though I prefer blog commenting as you can comment on related blogs. Not all niches have forum or it's pretty hard to find.
