Proper budget management for link building campaign

i have a budget around $400 for link building campaign.I have around 6-7 blog with different niches, i want to increase the PR as well as traffic.I'm not rush and just want the blogs slowly get attention from SE and constantly receive lots of backlink every month or even everyday.What you suggest me to do?

1) Buy link building software that only required one time payment.
2) Outsource to people that can do that work (monthly or yearly payment)
3) Anything else?

I was thinking about some services/software that can constantly build backlink whether daily or monthly.Lets say today 20 backlink, tommorow also 20 backlink and constantly everyday.

I just want to concentrate on making quality contents.For link building campaign, i don't have time for that to do it manually.. really time consuming because i'm also busy with my day job.

because if you select 2nd then you don't know that they are using any software or not?

except the 1st one i agree with you. i don't like the link building software. for me they are just scams. but i really like these tools for keyword research only.
