    Google PR isn't that predictable and there is so many variables that no one will tell what to do with your website to increase PR.
    But as far as I am concerned then links form high quality website will help the most, at least that helps my websites to increase PR and ranking in Google results

    I personally advice to you that, increase traffic for your URL, and do Off page optimization, So you will be get back links and also will get increase PR for you site.
