A ban is for a lifetime. You cannot open another account.

 

why you account has been disabled ?

 

you can open another account but you will be banned again. google will find out that you had one account before that was banned and before they issue the payment on your new account, they will ban again.

 

Unfortunately google adsense ban is for life time. We cannot open a new account if we are already banned by google adsense. I think you can start a new account with your friends or relatives name and address.

 

You can not open New Account it's for lifetime banned but you can Appeal to Google Adsense Team if you don't Break Google Adsense TOS or if your Argument is right they will start your Account with in 10 days.

you can create a new one with different name ( your relatives or friends )
and different adresse , and sure different domain name .

 

You can try asking your relative to open account, provided they have website too. However, there is a risk. You cannot use it from your IP address. Once you check the balance or anything from your IP address, Google will know, and ban that account too.
It's time you search for alternatives.

You can create new account but it should be named to different person and address and of course, a new website you'll use to apply to them.

I think there is some misunderstanding
let discuss about ip address. Should we use old ip address means old computer to access new adsense account? This is the main issue
one can use new website, new payee name, new address but how he can use new computer to check daily activity of new adsense account, If ip address ip banned

To open a new one you would need all completely new information you can't use the same one as your old one ..
